Once a man with a prior federal sex offense conviction has served his sentence and is no longer under federal control, Congress may not constitutionally demand that he register as a sex offender. Neither the Commerce Clause, Congress? constitutional authority over military matters, nor the Necessary and Proper Clause gives it such authority.
