Two recent events and the continuing weakness of the U.S economy have caused many in Congress to have concerns about the ability of some executive branch agencies to issue rules which will not endanger the U.S. economy. The Dodd-Frank Wall Street Reform and Consumer Protection Act requires the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) to issue many new implementing rules.
