The seas are rising?which scientific opinion has attributed to climate change. Rising sea level means that boundary lines long used to define public and private legal rights along ocean shores also are on the move?generally landward. Those lines include the mean high water mark (MHWM) and the vegetation line where dune grasses begin. The question is: Do the ownership rights of the beachfront property owner and the state government, rights determined by these lines, necessarily move with them?typically to the detriment of the beachfront owner?
