In July 2011 the DC Circuit struck down a rule issued by the Securities and Exchange Commission (SEC) on the basis that the agency had not properly assessed the economic consequences of the rule. Currently, with requirements imposed upon it by Dodd-Frank and the JOBS Act, the SEC faces perhaps its biggest crunch ever of rulemaking deadlines.
