An important component of the Affordable Care Act (ACA) is the expansion of Medicaid benefits, including a requirement that states provide coverage for all adults under the age of 65 with incomes up to 133% of the federal poverty level. In National Federation of Independent Business v. Sebelius, however, the Court accepted an argument that states were being ?coerced? into this ?new? Medicaid benefit program by the threat of withholding of existing Medicaid funds.
