California is experiencing its third year of below-normal precipitation and second year of extended drought. Precipitation during the winter and spring of 2013 was the lowest on record, and water deliveries were curtailed for some users due to hydrological and regulatory factors. The 2014 water year is also projected to be unusually dry.
On January 17, 2014, California Governor Jerry Brown declared a State of Emergency, directing state officials to “take all necessary actions to prepare for these drought conditions” (http://gov.ca.gov/news.php?id=18368).
