On December 17, 2014, President Obama announced major developments in U.S.-Cuban relations. First, he announced that the Cuban government had released USAID subcontractor Alan Gross on humanitarian grounds after five years imprisonment. Gross’s imprisonment since 2009 was an impediment to an improvement in U.S.-Cuban relations. The President also announced that, in a separate action, the Cuban government released “one of the most important intelligence assets that the United States has ever had in Cuba” in exchange for three Cuban intelligence agents who had been imprisoned in the United States since 1998.
