The purpose of this report is to provide an analysis of the continuing appropriations provisions for FY2017 in H.R. 5325. The measure also included provisions covering appropriations in the Military Construction and Veterans Affairs Appropriations bill for all of FY2017 (Division A), as well as emergency funds to combat the Zika virus and provide relief for flood victims in Louisiana and other affected states (Division B). On September 29, 2016, the President signed H.R. 5325 into law (P.L. 114-223).

Military construction for active and reserve components of the armed forces, military family housing construction and operations, the U.S. contribution to the NATO Security Investment Program, military base closures and realignment actions, and the military housing privatization initiative will be funded through Title I and Title IV of the FY2017 Military Construction, Veterans Affairs, and Related Agencies Appropriations Act. The Bureau of Land Management (BLM) manages 248 million acres of grasslands, forests, high mountains, arctic tundra, deserts, and other public land, nearly all in the West. Under its multiple-use mission, BLM manages these lands for diverse purposes, including livestock grazing, energy and mineral development, recreation, and preservation.
